The electric fans are not coming on. The radiator needs air flow going through it to cool the hot antifreeze inside . City driving means car is not moving so it needs the fans to come on. youll need to have the temp sensor checked that tells the fans to come on. Also put the AC on and see if the fans come on. They should no matter what. Good luck
