whining noise when I turn my steeling wheel

so my 2000 mustang makes a whining noise as well when I turn the steering wheel, it is
at its worst when when I am turning the steering wheel but I can still hear it if I get close
the engine were the steering pump is located. A mechanic I know wasn't worried about it
and said it was because there was a little bit of air in the power steering fluid, getting rid of
some of the air helped but it did not get rid of it though. any ideas?

Loose belt or check alternator. It could be weak battery causing alternator to work harder.
