I was in the middle of driving and someone in front of me was tying to merge into my lane so i clicked my brights on and when i clicked them off my headlights shut off completely

Neither the brights work or low beams
and the brights indicator light doesn't
come on either.

Well i couldnt fit this in the question but they breifly came back on for about five seconds and cut back off. Im thinking its electrical.

Could be in your dimmer switch it self.
