2011 Hyundai Tucson won't start in the cold(-25C)

If it doesn't get plugged in and I try starting it, it won't start.  It doesn't even turn
over. One click.  You can gear the fuel injection working.  Lights, radio, etc.
work.  After plugging it in for 15 mins it will start just fine.  Why?

Yes a block heater. But I’ve never had a vehicle not try and turn over. The fuel injection kicks in. Than one click. That’s it.

Unfortunately it is not a battery issue. Battery is less than a year old and I have tried boosting it.
