Power steering

I have very recently installed a new power steering
pump on my 2001 Hyundai Elantra because it was
screaming! Now it is quiet, but I don't have power
steering when stopped or parking. It works fine
driving, just goes out when I am not giving it any or
much gas.

The engine must be running to turn the pulley on the power steering pump and pump the oil to make the power steering work. If the engine is off you only have your arm strength which is more difficult. There may be a bit of air in the system if is idling and hard to turn. Or the pump may not be that good if it was rebuilt. If it continues and the engine is idling ok,and the level of oil is correct in the pump I would suspect the pump or the belt is not tight enough. Especially check that.
