How to tell if the headlight fuse is bad (Lo beams

I replaced the headlight bulb (lo beams) on
the drivers side, but its still not working.
And now the right one doesn't work. I am
frustrated.  Please help.

The owners manual provides no fuse map. It states "If a fuse blows remove and insert new fuse" Well duh.... sorry.. I tried...Chapter 6 Page 14 http://www.downloadcarmanuals.com/2002-hyundai-elantra-owners-manual-download/
