how can i fix this?

my 2003 hyundai tiburon runs good and drives perfect but when i start my car it cranks and cranks but wont start until 15 or 20 sec after then once it starts it works fine.

How long has it been since you put spark plugs in it. The colder it is outside the cylinder has to have good spark to fire.

No not the fuel pump. Sure sounds like your fuel pressure is dropping when it's been turned off for a while and the fuel pump has to pump for a bit to regain the fuel pressure. Typically this is caused by a faulty fuel pressure regulator. When faulty it will bleed off the fuel pressure when vehicle is turned off.

Also check your oil. Does it smell like gas? If so it could be a fuel injector stuck open and bleeding the fuel pressure off when vehicle is not running

Typically it's on the fuel rail on top of engine by intake. Only thing hooked to fuel rail with a small vacuum hose hooked to it.
