"The key does not belong to vehicle" message

On my 2008 C350, when I insert the key it won't start and displays "The key
does not belong to vehicle" message. Is it the key fob, or the ignition that's
bad?

Disconnect car battery for about 15 mins also remove fob battery for same time , should reset, also check battery in key, might be low
