I have a 1990 Honda civic hatchback. It won't turnover. Battery works fine. But I don't know what's wrong.

When you say the battery works fine what do you mean? Does everything illuminate on the dash as normal? Does it click or make any noise when you turn the key?

I would say the same, have your starter checked, if don't want to take it to a auto shop, then you have to bring a mechanic to check that starter, that is if you say that your battery is good!
