Check around the dash board panel for a small dial or rotating knob which dims the dash lights and on many cars can shut them off completely, it should have a picture of a light bulb with a few lines around the top of the bulb, or may be marked "dim or dimmer". Turn on your lights and try rotating the switch to see if they come on. If not, start by checking your fuses, there may be more then 1. If power there, you have to pull the instrument panel, and change the bulbs if there is power in the bulb sockets. I had a few cars where this switch had the markings worn off and was turned inadvertently.
