Honda civic wants to start burns fuel when turning
the key but it dosent want to fire all the way up any
awnsers.

Check fuel pump relay. May also NEED a fuel pump if it's original, but something fuel-related would be my first thought for a crank, no-start condition on that vintage of Civic.
