My 2000 Ford Expedition's power pulses on and off when I hit the brakes. sometime when I turn on the lights. I have already replaced the windshield. The problem seems to get worse when the weather gets warmer. when the temp was under freezing it didn't have this problem.  I cant find a short but that does not mean it's not there. anyone have this kind of problem.

Everything. The engine shuts down and comes right back on. The radio lights and dash do the same. Power brakes stop working. But this last for only a second or two. The engine does not lose all its Rpms so it never turns off completely it does this four or five times then runs normal until the brakes are applied again

I don't think you'll find a quick-fix anywhere. Find a reliable Ford Technician (ask fellow Ford owners in your area).
