1994 accord it isnt the ignition my friends think fuel pump but you can here the pump prime. can u tell if its the pump or the relay with a test?

If you can hear the pump turn on then the wiring and relay are fine. If thinking it the pump you should hook up a fuel pressure guage. Best place to hook up is at the fuel filter. Make sure to have a seal on both sides of the banjo fitting. Good luck
