94 honda accord ex keeps popping heater fuse

My 94 honda accord ex 2.2L 4 cyl. keeps popping
the fuse for the heat under the hood and the heater
controls dont light up, i put a new fuse in and it
pops it immediately..... Can someone help me out
with this????

Visual inspection. Any bare wires touching other wires or engine metal? Pull wiring diagram and follow affected circuit.
