How do you open hood when lever under dash won't

Hood will not open cable seems to be hung up somewhere.Tried grabbing
cable under dash with pliers,there is no movement in cable.tried using
screwdriver to pop the latch under the hood,no luck

Get another person, while one pulls the cable the other tries pushing down & pulling up on the hood quite vigorously at the same time. If that doesn.t work you can see if you can go up from underneath the bumper with a very long extension(s) and try removing the latch bolts (which I doubt will be accessible), or try to get something very thin but sturdy between the hood and frame and try to unlatch it. In case someone has this issue as I just did as well. If you use a pry bar and wrap it the tip with a rag and pry up. You can have someone with small hands reach behind the driver headlight and grab the latch cable and pull it open
