Car is not starting Honda Accord 2.2 1996

Car is cranking but will not start. New fuel filter, there is
spark at the sparkplugs, fuel pressure goes to 10psig for 3
seconds when turning the key. The pressure will stay for 2
to 3 minutes. New battery.

The fuel pressure when turning the key for 3 second is 10 and when cranking the engine there is no change in pressure. Why is the fuel pump low on pressure? Electical? Any advice is appreciated. Thank you.
