catalyic converter hanger counter weight?

Why does this hanger have what appears to be a counter weight? Visible in
the top left section of the image..the counter weight looks like a puck.

This thing used to hang that curved end of it to rubber doughnut attached to car under body and its support your car flex pipe weight.

By the way i recommend you to get aftermarket high quality catalytic converter,Magnaflow for example, and get rid of this ugly mess.
