take out the EGR valve and use a degrease on it and clean it for testing just check which r its motor pins ( +ive ,-ive) and provide them with 12 volt (the egr i know uses 12 volts not sure about this one) by a wire and see how much does it opening of if it is getting stuck for the pipe use a bit diesel on a brush and rub it hope this helps
