I have a 1998 Honda Accord my problem is a/c that for the fan control heat dosen't work on the first 2 lower setting(1-2) but the last 2 higher end setting(3-4) work fine...

you need a a new blower motor...you're lucky you have at least 3 and 4..i had a car where high only worked lol

No not the motor but the regulator (rheostat) that is most likely at fault.
