I just replaced water pump and radiator and my
99 Honda Accord EX is leaking antifreeze what is
my new problem

I could only guess as to the leak source. You need to look and see. If you did not install new hoses you probably should have.

Even if they had my car running for 45 min as a test , wouldn't they have known that from the beginning
