I bought a 2001 honda civic ex with alot of road noise replaced struts, barrings and tires alignment and is still feeling bumps worst with a person in the back seat

Rotate the tires and see if the problem moves to the front. Also feel the rim for excessive heat to see if a caliper is locked up. One side willbe obviously more hot then the others.
