bought a new alt. bought a new starter went and had battery test which is good holding at 13.0 in volt STILL car not starting on HONDA 02 EX have tried jumping the car but still nothing. no noise no turn over no lights... nothing

Correct, fuse should always be the first stop in the process of elimination when electricity is suddenly cut off. If you don't hear a click from your starter when the key is turned you are not getting any juice to your starter! Did you replace everything yourself? Who did this horrible job? What made you replace the starter & alternator? Provide the missing info that initially caused to have the parts replaced as alternators & starters do not fail in unison or sequentially?
