Crank no start Immobilizer let flashing

Green Immobilizer key is on so I know it has
something to do with the anti theft, but when I
connect my scanner it won’t let me read the
cars vin or write a vin and it won’t let me reset
Immobilizer, I already checked for a short to
ground at Immobilizer.

Reprogram the key to the vehicle again. I think it may be out of sync. There are some good youtube videos on how to pair the key. You don't need any tools just a sequence to pair your key to the vehicle.
