99 Honda Civic (all cylinders have codes concluding misfires)

Just recently my car has been having trouble idling,
coming very close to stalling but never actually
dying. When I accelerate the engine feels like
misfires or maybe a fuel problem. Any suggestions
on where to start first

Does the idle like flutter up and down and do you notice your lights flutter at all? Check to see if fuse 15 is blown if so there is a ground in your wiring harness just need to find and tape it.
