Rolls forward when parked and in gear.

95 Honda civic, manual transmission. In gear, parked on an incline, engine off. It rolls
forward an inch at a time 20 seconds apart. What is going on?

Of course. This is not the issue here. This is happening on small degree inclines like when diagonal parking on a street or in my driveway. The E brake will stop this from happening, but being in gear, should be enough to hold a car in place on very slight inclines.
