ac problems with Honda element 2005

My 30 amp keeps blowing when I turn on the ac

When I disconnect the condenser fan the fuse will not blow. The fan might be bad? I'm going to try to hard wire the fan to the car battery to see if its just the fan it self however; the ac will work and blow cold air when the condenser fan is disconnected.
