2016 Chevy Camaro with the same issue.

Sounds like there needs to be a recall as my 2016 is doing
the same all of a sudden. The fan won't shut off. Sounds
like my car is still running. And the temperature gauge isn t
reading at all in the inside.

Recalls are for safety issues. Your problem is probably related to the coolant temperature sensor.
