Should my 2016 Jeep Compass Latitude have DRL on automatic lights?

I'm in upstate NY and this past weekend it was raining- wipers were on
along with auto lights. I didn't know that they weren't actually going. Cop
pulled me over and gave a ticket for No headlights/ infringement.
I want to know if my Jeep is supposed to have DRL on the auto lights
feature or if i'm going to have to click through lights every time it rains.
Because if that is the case then why even have  auto lights?

Just because it was raining it may not have been dark enough to turn on the headlights. Even if you have automatic lights the switch has to be set to "auto".
