Look for a short circuit to ground. Disconnect the battery. Turn the key on. Hook a meter to the load side of the fuse and start unplugging things one at a time and check the resistance reading.
If you have had any major repairs done , such as a engine or trans replaced ,Check your wiring harness @ the rear of the engine for a pinched wire.
