Hi,
I'm looking towards buying a Honda Civic from a private party.
The car is registered in Connecticut , the owner has moved to Los Angeles and has not registered the car in Los Angeles. He has been driving the car for a while in LA. Now if I buy the car and register it under my name, how much would I have to pay, will there be any penalty towards the payment.

All you need it the clear title, it doesn't matter how it was registered. However, if you are in CA and the title is from Connecticut, you will likely need a VIN inspection from your states DMV. Basically a DMV clerk walks out to your car and confirms the VIN. No extra cost just an extra step in the process.
