The rear passenger window of my 2015 nissan rogue is not going all the way down and the sales rep said it is normal with the nissan rogue. is it true?

I just found out that the window on back passenger side is not going down completely.
When I call the sales rep. he said it is normal to all rogue models. I wanted to know if that
is true? I need help so that I can file a claim if he is lying.

At the lowest position there should be about 4 inches of glass visible above the edge of the door.
