2015 Corolla S won't start it's not starter or battery

Hello so Iv'e been trying to help my sister fix her car and I have had zero
luck. First I thought it was the connection to the battery I cleaned it off
completely and we also changed the battery. Then we ran a test on the
starter and it's perfectly fine. The car has a check engine light on tried to use
the scanner and it is giving an error, checked fuses as well they seem to be
fine. The computer says low voltage.

Please be more descriptive , does it turn over (crank ) ? What kind of test was done on the batt ? Did you check any mega fuses under the hood ?

Doesn't crank at all doesn't click. Battery is brand new literally went and bought one. Checked most fuses already. Weird thing is when you try to start the car the ignition light comes out but flickering and very dim. The steering wheel Icon with exclamation on as well. Thanks for the reply by the way!
