If the gauge doesn't move at all then you have a bad gauge assembly. If the gauge drops to low when the ignition is off but springs right back to the middle then you have a resistance problem in the gauges circuits. Now it still could be a gauge but you need to test the circuits to be sure.

I detect a Grounding problem, to the dashboard, where the gauge mounts, one might check the instrument for "bald" spots on the pickup coil~ replace it if it's bad~ would start with a fresh battery and fresh connections to the engine, frame and firewall~
