the power antenna for the car radio is meant to go up when turned on and down when turned off. is there power to the car stereo? and is it possible that the fuse for that may be blown.

If you can, check the wire connections. It just may be you need to get a new mast as the motor has gone out of service. If you can remove the mast, try to see if you can get it to work . Sometimes the ground to the antenna is not working. Check to see that it is properly grounded.
