It primarily does it at low speeds or when letting off the gas petal user 45. You
can sometimes feel it when lightly feathering the gas petal. Chargers fuel filter
used ejector cleaner change spark plugs, wires, distiibutor cap and rotor.  Any
other suggestions?

Have you cleaned the throttle body?Sometimes the butter fly will stick just at the opening point and cause this.

Yes I was use sea foam ejector cleaner today and the butter fly was cleaned and worked as advertised poured sea foam cleaner directly thru the butter fly no change & thanks for the suggestion.

The only other thing i can think of is the distributor it self,sometimes the bearing will wear causing it to stick and cause a skip at low rpms.

Thanks I never thought of this one could there be a way to check this. The vehicle sat for 5 years with little to no use. I have put about 750 miles since taking it out. I will check the cap to see if there is any signs at any one of the contacts.
