2015 ford f250 downhill apply brake downshifts two gears skipping correct gear

When I am going down a steep hill, at some point I apply the brake and the
truck skips gears - if I'm in 6, it skips 5 and goes to 4; if I'm in 5, it skips 4 and
goes to 3 - causing the rpms to spike. I have to put the truck in manual and
upshift manually. This happens most when I'm hauling, but it can happen when
I'm not hauling and when I'm not on cruise control.

Of course the truck should shift down on hills when I apply brakes - but it shifts down TWO gears (skipping a gear) and the rpms spike to 3000 +.
