Does CarGurus have a notification system so I can get an email if a year/make/model I am interested in gets listed?

Yes. Pull up the listings for the car you are interested in, and there is an "Email me price drops and new listings for these results" It's maybe a few cars down between listings--- click the orange "Subscribe" box, in orange, and in your settings make sure you have allowed CarGurus to send you emails

Or, I just tried it and if you have a saved car, when you click "Used cars" beside it in blue is " Subscribe" That also works
