Pretty common problem. Usually the fan clutch stays engaged and is very loud at all speeds (like an airplane taking off), remove and replace fan clutch. The other common issue is the wiring that goes to fan clutch. On drivers side of fan shroud is the connector, it's clipped in there. Make sure the wires are not broken or burnt.
