Why does is my overflow tank empty

I had my radiator and coolant overflow tank replaced and my radiator is full with coolant but my overflow tank remains empty.  I can't see any leaks but I don't understand why coolant isn't returning to the overflow tank when the car cools down.  The car doesn't overheat so is this a problem?

Try replacing the radiator cap with a name brand one. See if that helps.
