Brake Light Bulb Issue?

On my 2002 Mustang, all three bulbs light up on the tail light when I turn on the lights, but only the outer two bulbs get brighter when I press the brake or turn on the turn signal. This happens on both left and right tail lights. Is this normal, or is there a problem? If there's a problem, any idea how to fix it?

I had a post up but I think I may have been wrong. Tail lamp, brakelamp, turn lamp Bulb 3157K. When I did a search for brake lights this came up, these are 'smoked' but the thing is it shows all three for brake lights, then the 3rd, High mount stop-light. I need to defer to somebody that knows more, or has one. If the tail-end of your car looks like this
