Why does the ECO light go on and off while I'm driving ad what is it?

The eco light tells when your driving habits are allowing the best fuel economy possible.

I have a 2009 Toyota Camry hybrid, and use the "ECO" mode most all the time, and it stays on most all the time, BUT now and then it goes off and when I try to push the "ECO" button to activate it , it won;t turn on sometimes for days
