Why doesn't my 2014 Equinox have an panel in the wheel wells to access the headlights?

There's supposed to be a round access panel in the wheel wells that allows you to change burnt headlight bulbs. Instead you have to remove the whole front bumper assembly to swap out bulbs. What's up with that?

I don’t have the round panel under my wheel well on my 14 equinox. Do I really have to take the front bumper all the way off to change a low beam light?
