The fuel filter should catch the sugar but you will need to change the filter at least once.

File a police report for property damage, or get a restraining order. Then if you have to spend any money to fix the damage he caused you may be able to take him to court.

The police said he pord a whole bag of sugar cuz my gas tank is clogged, and not sure if it would be safe to drive it from the police station to my mom's about 20 minutes away @Kenf im actually at the police station right now filling a report.

If there is a lot of sugar you may need to have the tank removed and cleaned out. Don't drive it through any area where you would not want to be stranded but it should not harm your car, just disable it.

Contact your insurance agent the damage should be covered by the comprehensive part of your policy. Then follow KenF's advice

I'm just hoping you mean ex-boyfriend. Other than that, the above advice is solid.
