The instrument cluster

I am trying to sell my 2008 police cruiser. Unfortunately I am running in to problems selling for reasons:
A. The instrument cluster does not show mileage. I have confirmed with my mechanic that when plugged in the odometer reads the right value (99,400)
B. People are interested in getting the idle time (because it is a police vehicle)

For (a) can I get this information out via a smart plug connected to the OBD? Other ideas besides fixing the cluster?
For (b) how can I get this info?

This is a hard thing to do,the computer does not keep idle time,this is something that has been talked about for a while,hour meter on cars,to get the actual running time of the motor,sorry there is no info you can get other than mileage.

I just had the same prob: no odometer LED showing mileage UNLESS I banged on the dash lol. So, I removed the Instrument Cluster and took it down the local repair shop (Circuit Board Medics dot com happens to be located in my hometown. They reworked the motherboard and now the LED odometer is super-bright and all the Cluster lights work. However, my problem now is that AFTER I reinstalled the re-worked clusater and hooked up it's power cord... there is no power going into the Cluster. Trying to figure this out rifght now...
