Spring haging down from my car?

I drove over a thing of sticks and they got caught on a spring and pulled it down, any idea
on what this spring does.

That is the spring retainer for your emergency/parking brake. Here is a schematic of how it looks: http://i.imgur.com/0dDMtGx.gif - suffice to say you no longer have a functioning emergency/parking brake until that gets reattached.
