You probably have a fuel pump that is failing. The relay will only work for 3 seconds with the engine off and the key on. Can you tell us more about what is happening with your car?

Check your relay! Rob one from the radio/air cond spot and plug it in the fuel pump spot. If that doesn't work check the auto reset breaker. If the fuel pump still does not run leave the ignition on and bang on the gas tank with a blunt object. If you hear the pump tstart running then the pump is at fault. Had our 2001 Crown Vic fail to start last Sunday and being an old mechanic I did all of these fixes. My problem was the auto reset fuse. It was either stuck or the terminals were dirty. I unplugged it and reinserted it. The pump took off and has not failed since.
