93 Tracker Convertible 4x4: starts, idles &
runs strong but will not smog due to holding
idle for the test.   Any Help???

Use a good fuel system cleaner and clean the throttle body and MAF. Your engine probably has an idle control valve which may need cleaning or replacement.
