what is an emission controls system problem mean

car was dead when I went to start it, little engine block icon stayed on after I
jumped it to start. the car misses when driving or idling.

It could mean a lot of things from problems with the catalytic converter to the EVAP system. It also means you won't pass smog inspection. In your case I suspect an ignition miss.
