Can I manually release my e brake

Pull the rear drums off and see why they will not release, likely needs rebuild kit, may have to use the knock out adjuster hole backside of the plate to adjust the brakes pads away from the drum surface. Make sure your e-brake cables are not binding up. Also your master cylinder may not be releasing pressure.
