should there be power to both post on the start solenoid with the key turn off

i have put in 4 starts and 5 solenoid in the last 4 week.should there be power to both big
post on the the solenoid with the key turned off.

With the key turned off the only side having power is the side which connects to the battery.

Did you figure out what it was I'm having the same problem in my 4.2 Jeep
